That refer to dumping and cost of fines.
This refers to "HiLo" sign on gas station on Maryland, to the 35 mph sign on Maryland, and the "No Dumping" sign on park property.
Clue 3
A high-rise in the distance, a bridge close by,
Brimstone and fire are involved in this try.
Hospitals and more hospitals is a good clue,
How this is related we leave up to you.
The high-rise apartment on Front Street dominated the skyline; a railroad bridge crosses Dale Street at the site. Insider Alert: The Mutual Services insurance sign with Joe Vavrosky explained the fire and brimstone. Vavrosky was president of the Fire and Brimstone Club made up of former vulcans. "Hospitals and more hospitals" described the sign on Maryland, "Lawn Mower Hospital."

Flowers described Jessamine and Geranium streets. Ducks on Loeb Lake, plus truck traffic on Maryland; children sliding in the park; a rope swing on one of the trees.
Clue 6
Foundations not built upon are rare,
A mystery hunt is a strange affair.
A street with a bear of a name close by,
Housing people who win and like to try.
Open foundations along platted area but where construction never took place; Mackubin Street; reference to two large apartment buildings on Mackubin facing the site.
Clue 7
Noisy creatures with throaty voice
Label the area of our choice.
Old names of places and parts of town,
Belong to this project like parade and clown.
Placed site in "Frogtown" area and to frogs in Loeb Lake. Frogtown? Was Loeb Lake once considered part of Frogtown? It certainly hasn't been from 1977 to present. Research is in order...
Clue 8
Think of names for a girl and boy,
In an oriental place of chopsticks and soy.
South and east they travel some,
Home with winnings they hope to come.
"Mary" and "Dale" are the names, which give up the streets Maryland and Dale. This also described the old Shangri-La food place and the treasure site as southeast.
Clue 9
A Cinderella symbol with coach and all,
A day for flowers and a carnival ball,
Pheasants in the brush and cattails on shore,
This hunt is exciting as never before.
This clue refers to the Coachman Restaurant and Dey Florists at Dale and Maryland, as well as pheasants nesting and cattails on Loeb shore. Much has changed since this clue was written, but the cattails are still there.
Clue 10
The brass in the band, the lobe of an ear,
Are clues that bring the treasure near.
Wood and Metal are out front in size,
For businesses and streets southeast of the prize.
Reference to Union Brass and Metal Co., the John Wood Co., and Superior Lumber Co., all southeast of the site. Also lobe: Loeb.
Clue 11
An element mysterious because of missing parts,
Structures belonging to a road that never starts,
Concrete mounds used to empty and drain,
Secret underground clues to stretch the brain.
Sewer drains with three manhole covers on Loeb Street, a street never completed.
Clue 12
We hear about the goose that laid the golden egg,
The gold is all yours if you work away and peg.
Trees and weeping willow with three manholes mark the spot.
Thirty-two paces from manhole on west will help a lot.
The clue tells that the medallion was attached to a goose neck water trap, painted gold. Then, trees near site and pinpointing location 32 paces.
Clue 13
Maryland, Mackubin, Jessamine and Dale,
Border Loeb Lake where ends the trail,
South from third manhole walked 32 paces,
The golden egg the goose laid, the winner of this race is...
